Tehran is ready to restart atomic negotiations with Washington provided that it is handled with "respect" and "honor", Iran's top diplomat has stated.

Abbas Araghchi stated exclusively dialogue produced results, and revealed new appeals had been made by go-betweens to resume negotiations with the American leadership. He asserted Iran possessed no undeclared nuclear sites, and Tehran was not yet able to allow the UN nuclear inspectorate to inspect attacked atomic facilities for safety concerns.

Walking a Difficult Route

Araghchi is walking a challenging course since Iran does not want be perceived to be operating from a situation of weakness, and he consistently maintained that Iran had arisen more resilient militarily and psychologically from the coordinated strike on its nuclear sites in June.

He was addressing at a security conference in Tehran where he reaffirmed that Iran had "an absolute privilege to process nuclear material domestically that it will always maintain" – the key factor of the impasse in the previous talks.

Previous Talks Abruptly Concluded

The earlier sessions of talks between the US and Iran were brought to an abrupt and acrimonious termination on 12 June when the Israeli government, with American backing, targeted Iran's enrichment centers in a fortnight-long engagement that culminated with Donald Trump claiming the sites had been destroyed. Afterward, European countries used their right to reinstate global restrictions, but Iran insists they have not had a substantial consequence.

Perfect Agreement Suggested

Iranian officials claimed they felt they had reached a "magic solution" to the enrichment issue in previous talks, when it was decided an local partnership with American involvement could enrich uranium. Each party would have been able to claim victory since domestic enrichment would have persisted and the US could be confident that Iran's atomic project was exclusively peaceful.

It had not been decided in the talks that US nuclear scientists could work on Iranian soil, but that was a natural consequence of the consortium proposal. Representatives asserted repeatedly they had reached agreement with Washington's diplomat the US official only for the deal to collapse due to "detractors in America".

Current Position

Iran's diplomats declared the cooperative arrangement was now off the table, but it seems quite possible the offer could be reintroduced in various formats if discussions reopen.

The American leader in recent days said he had been receiving messages that Iran sought to restart talks, but privately Iran's diplomats say they are not yet obtaining coherent offers from the United States either directly or from key regional mediators, such as Qatar, the Egyptian leadership, the Omani authorities and Saudi Arabia. In his address to the conference, intended to portray the US as a dominant force that exploits the concept of international law, the foreign minister declared the 12-day war demonstrated the conflict could not be settled by military means. He asserted the attacks began with a US demand for an total Iran submission and culminated with an absolute demand for a ceasefire.

In what is described by Iranian officials as the struggle of restoration and reconstruction, Araghchi said he was certain Iran's defence capabilities "are considerably enhanced than preceding 13 or 14 June of this year. Every aspect of our defense have been reestablished. We learned multiple understandings from this war; we have discovered our personal limitations and the shortcomings of the enemy."

He stated: "We managed to survive this war. Our atomic expertise, which they planned to eliminate, continues to exist. The sites and machinery, if destroyed, will be reconstructed; what is important is the resolve of the Iranian people and then the social solidarity that they sought to undermine, but were unable to break. The nation of Iran have developed stronger, more integrated, and more supportive of the leadership and the country in the aftermath of this invasion."
